Investigative operations held in Tyumen Region as part of probe in production and dealing of unregistered medical items

The Tyumen Region Office of the Investigative Committee continues investigation in production and dealing of unregistered medical items under Part 1 of Article 238.1 of the RF Criminal Code.

According to investigators, no later than in July 2016, representative of Tyumen Factory of Medical Equipment and Tools organized that the factory produced and sold medical items not registered in Russia, namely steam sterilizers. Technical features of the said equipment did not ensure efficient sterilization of biological waste.

The investigators together with the police have held necessary investigative operations, including searches in the factory’s branch in Moscow, to find out all the circumstances surrounding the crime and register evidence.

They seized factory’s accounting documents, executive documents regarding assembling of medical equipment and registration certificates and other items relative to the case. They questioned the administration of the factory, ran an examination to see if medical equipment matched its registration certificates and are now working to identify people involved in the crime.

Similar probes are ongoing in a number of Russian regions. In Novosibirsk Region, a man has been charged with in production and dealing of unregistered medical items on a large scale by a group of people in collusion under Part 1, item “a” of Article 238.1 of the RF Criminal Code. From 1 January 2015 to June 2016, he produced and sold air purifiers not rigged with necessary catalysts and other elements, the lack of which makes the equipment useless against viruses and bacteria in the air. During the said period, the forged equipment was supplied to hospitals in over 100 cities and towns in Russia. The man got between 45 and 98 thousand rubles for each of the purifiers. In Saint Petersburg, investigators have established that from July 2013 to April 2016, a producer and rightholder of a medical item (lab data system) not registered and not enlisted into the state register of medical items, concluded a number of contracts and agreements with medical institutions for the supply, introduction, launch and maintenance of the said system. The accused got more than 9 million rubles for that. In Ryazan Region, a probe has been opened in dealing in fake medicines on a large scale under part 2, item “a” of Article 238.1 of the RF Criminal Code, following a check into media reports on supply of inadequate liquid medical oxygen to the N.V. Dmitriyeva Regional Children’s Hospital.
