School officials in Voronezh Region charged with negligence causing boy’s death

The Head Office of the Investigative Committee has charged officials of Borisoglebsk school No 10 Olga Mitrofanova, Olga Vlasova and Yuri Chernykh with negligence under Part 2 of Article 293 which caused death of a 14-year-old boy.

According to investigators, from 6 April to 19 June 2015, school principal Mitrofanova, her deputy Vlasova and head of a 3-day mobile tent camp Chernykh failed to initiate a check into compliance of the camp with the health code and to see that the camp basically had no life jackets or buoys or a permit from Rospotrebnadzor (the federal consumer rights protection authority) and from other authorities for swimming and bathing. Moreover, the camp provided no safety or rescue means whatsoever.

As a result of their negligence, the boy drowned in the Vorona river on 19 June 2015, 20 meters off a beach near   Sosna gardening community and holiday camp of OAO Borkhimmash in the settlement of Chigorak, Borisoglebsk District, Voronezh Region.

The investigation is going to be finished in the near future and the accused will start reading the case files.
