The Head Office of the Investigative Committee continues investigation in negligence under Part 1 of Article 293 of the RF Criminal Code after a wastewater disposal system breakdown in the city of Ulan-Ude opened following an order of the Chairman of the Investigative Committee.
According to investigators, on 9 November 2017, a section of wastewater disposal system got destroyed and officials of Vodokanal, a municipal unitary enterprise, limited water supply to consumers. The section of the pipe system crumbled with age as it had not been renovated for a long time. The current renovation and overhaul of the section – a 10-meter-long sewage collector, had not been done or put in the 2017-2018 heating season preparation of public utilities.
The investigators believe that officials of Vodokanal had neglected their duties and acted contrary to them when they had failed to ensure that the wastewater disposal systems in Ulan-Ude were repaired and safe for use. Consumers in 475 apartment buildings, 810 ill-equipped and detached houses occupied by some 100,000 people, as well as 44 social facilities: 14 daycare centers, 14 schools, 10 medical institutions, 6 24/7 facilities, including the Republican Emergency Aid Hospital, Republican Children’s Hospital and City Perinatal Center were left without water supply and wastewater disposal services.
The investigators have examined the breakdown site, questioned some people, including employees of Vodokanal and Ulan-Ude city administration. The offices of Vodokanal are being searched at the moment. The investigation continues.
