Court grants request of investigators to suspend doctor who carried out forensic medical examination of child killed in road accident in Moscow Region

The Head Office of the Investigative Committee continues the investigation against doctor of the Moscow Region Forensic Medical Examination Bureau Mikhail Kleimenov charged with negligence under Part 1 of Article 293 of the RF Criminal Code.

Investigation has discovered that Kleimenov carried out a postmortem on the body of a child killed by a car in a yard in the town of Balashikha, Moscow Region in April 2017. He concluded that at the moment of the accident the child was heavily drunk.

After the case was taken over by the head Office of the Investigative Committee, an integrated forensic examination was ordered and commissioned to 18 experienced experts from leading scientific, educational and expert institutions of the Health Ministry and Defense Ministry. The examination confirmed that the boy was not drunk and that the ethyl alcohol found in his blood had formed posthumously.

Although this is a single occasion, rather than systematic violation of blood sampling methodology by Kleimenov, the investigators asked courts to suspend him from the office and it has been granted.

Necessary investigative and search operations are ongoing.
