The Voronezh Region Office of the Investigative Committee has finished criminal proceedings against a 48-year-old resident of Semiluki District, Voronezh Region charged with unsafe services entailing death of a person under Part 2 of Article 238 of the RF Criminal Code.

According to investigators, the 48-year-old sole proprietor kept and bred wild animals on his private property in Shchegolevykh Street in the settlement of Semiluki, Semiluki District, Voronezh Region. He kept a bear in a wooden closure with metallic bars.

At about 9 AM on 15 October 2017, the bear broke out of its enclosure and headed to nearby properties, where he attacked and killed an 86-year-old man. The owner tried to calm the animal down and get him back to the enclosure, but was injured and taken to hospital. The police had to gun the animal down.

As the investigation caused a large public resonance, it was taken under personal control by the Chairman of the Investigative Committee.

During the initial investigation, the accused admitted his guilt up to a point. However, the investigators have enough evidence against the man. They questioned witnesses, ran forensic examinations and conducted other investigative and procedural operations, so the criminal case with the signed indictment has been referred to court.
