Probe finished against former head of Emergency Ministry’s Vologda Region Directorate charged with abuse of office

The Vologda Region Office of the Investigative Committee has finished criminal proceedings against former head of the Emergency Ministry’s Vologda Region Directorate charged with abuse of power under part 3, item “c” of Article 286 of the RF Criminal Code.

According to investigators, in 2011-2013, the accused while serving as the head of the Emergency Ministry’s Vologda Region Directorate signed work and equipment acceptance certificates under government contracts for creating an integrated system of safety by example of Vologda Region (hereinafter the system), though the necessary amount of work specified in the government contracts had not been completed. Some 38.6 million rubles’ worth of equipment had not been delivered.

According to the conclusion of a forensic technical examination, the system does not exist as a whole complex and is unable to meet the requirements, to accomplish goals and tasks stipulated in the requirements specification. The investigators came to a conclusion that the wrongdoings led to grievous consequences worth 355 million rubles.

By now the accused and his lawyers have read the case files. In the near future, the case is going to be forwarded for the indictment to be signed and then will be referred to court.
