Ex head of Rosprirodnadzor’s regional office charged with abuse of office goes on trial in Omsk Region

The Omsk Region Office of the Investigative Committee has finished an investigation against former head of the Omsk Region Office of the Federal Nature Management Agency Alexander Shcherbakov charged with abuse of power under Part 3, item “c” of Article 286 of the RF Criminal Code.

According to investigators, in 2013 and 2014, aware that OOO Merk and OOO Nature Protection Enterprise Merk had no special equipment to dispose of hazardous waste containing polychlorinated biphenyls (PCB) and were not able do that job without causing damage to the environment, the accused still signed an order to issue license for rendering harmless and disposal of 1-4th class waste to OOO Nature Protection Enterprise Merk and an order to reissue the license to OOO Merk. The actions of the said companies caused pollution of the environment and of soil and threat to health of people due to possible effects of highly-toxic chemicals.

The investigators believe that wrongdoings of the accused violated constitutional rights of citizens on clean environment and caused damage to the land fund and condition of ecologic systems in Omsk, Tyumen and Novosibirsk Regions.

The accused denies all the charges, but the investigators have enough evidence, so the indictment has been signed and the case is going to be referred to court soon.

A court is going to pronounce sentence over head of OOO Merk and OOO Nature Protection Enterprise Merk charged with violation of hazardous materials and waste handling under Part 2 of Article 247 of the RF Criminal Code.
