Probe finished into another co-perpetrator of former Deputy Director of Federal Penitentiary Service of Russia

The Main Investigations Directory of the Investigative Committee of Russia finished the criminal investigation into entrepreneur Marina Dyukova. She is charged is committing an offense under Part 5 of Article 33; Part 4 of Article 160 of the Criminal Code of Russia (co-perpetration of serious misappropriation).

According to the investigators, in early 2016 Dyukova conspired with Deputy Director of Federal Penitentiary Service of Russia Oleg Korshunov and Deputy Head of Administrative Support Department of Federal Penitentiary Service of Russia Svetlana Alekseeva to embezzle budgetary funds allocated for central purchase of sugar for facilities of Federal Penitentiary Service of Russia.

In execution of the joint criminal intent, Alekseeva included in the procurement tender documents an a priori unenforceable condition to supply over 7,000 tonnes of sugar to facilities of Federal Penitentiary Service of Russia across the country within 20 days, while Dyukova applied to Federal Penitentiary Service of Russia with commercial offers to supply sugar in time at an over-inflated price through her affiliate entities of neither a sugar market share nor experience in such supplies.

Following an illegal auction, on behalf of Federal Penitentiary Service Korshunov signed a sugar supply contract at the knowingly inflated price with a company controlled by Dyukova. Korshunov recognized the tender as successful despite the fact that the winner violated the terms of delivery by two months; then the contract payment of 399 million rubles was transferred to the Dyukova's company, 43 million of which was embezzled by co-perpetrators as illegally inflated price of the supplies.

Previously, Dyukova signed an immunity agreement pre-trial; therefore, her case is to be presented separately. The investigators collected enough evidence due to which the criminal case against her was transferred to the Prosecutor's Office to conclude an indictment.

The investigation into Korshunov and his other co-conspirators is finished as well; the accused individuals familiarize with case materials. In the meantime, the investigation into Korshunov's other offenses continues.
