In the Krasnodar Territory, a probe launched into the police department investigator, failed to bring to justice a minor who later became an accomplice in murder of mother of many children in Psebay

Head of Investigative Department of the Investigative Committee of Russia in the Krasnodar Territory initiated a criminal case against the investigator of Police Investigation Department of Russian Ministry of Internal Affairs suspected of exceeding official authority (Part 1 Article 286 of the Criminal Code of the Russian Federation).

According to the investigation, in April 2018, a woman inspected a report about the open plunder of a jacket by two minors from a peer in the village of Psebay. In violation of requirements of the criminal procedural law, the police investigator did not forward this report to the Investigative Committee authorities, but started to carry out the inspection on her own. Conducting said actions, the police investigator was aware that the plunder was made by a group of adolescents. The police officer persuaded the minor victim to renounce his claims against two offenders and on May 7 issued an order dismiss criminal complaint, indicating that one of the minor offenders was not involved in the plunder and qualified the actions of the second one as lacking signs of the plunder due to insignificance. The untimely criminal prosecution of the minors and lack of preventive and procedural measures led to an atrocious murder of a woman in Psebay on May 13, involved one of the minors. Later the ruling was lifted, and the two teenagers faced criminal charges of plunder.

At the moment, investigative actions are being conducted to define all the circumstances of the committed offense. The investigation continues.
