Investigators probe prevention system officials into departure of minor from her home in Sochi and investigate circumstances of disclosing details of man’s murder in Leningrad Region


The investigating authorities of the Investigative Committee of Russia in Leningrad Region charged a 22-year-old native of the Altai Territory with the murder of a 21-year-old citizen of Novinka settlement in Kirovsky District of Leningrad Region, whose body was found on October 3, 2018 in his own apartment.

In addition, in Krasnodar Territory, investigators continue to investigate a criminal case initiated into the disappearance of a 12-year-old girl, which was later discovered in Leningrad Region.

According to the investigation, the accused arrived in Saint Petersburg at the end of September 2018 along with a minor citizen of Sochi. They wandered through the streets of the city, spent the night in different places until the met a man at a café, who offered them to stay with him in Novinka settlement in Kirovsky District of Leningrad Region. On October 2 to 3, 2018, a conflict took place between the landlord and his guests, during which the accused stabbed the victim several times in the neck and body.

At the request of the investigation, the court ruled to keep the accused in custody. The minor girl under investigation as a witness was ruled to be put into a specialized facility for children and teenagers.

It should be noted that a range of media outlets released information related to the preliminary investigation, including personal data of the minor witness, which runs counter to the investigators' interests. The Leningrad Region Investigations Directorate of the Investigative Committee of Russia launched a procedural probe into this matter. The investigators intend to assess the actions of the law enforcement officers disclosed the information on the preliminary investigation without their approval, and to identify persons involved to bring them to lawfully appropriate justice.

At the moment, criminal investigators of the Investigative Committee of Russia in Krasnodar Territory and Leningrad Region carry out a complex of investigative activities to define all the circumstances of the committed murder - a range of forensic examinations; also the circumstances of the minor's leaving her family. The preliminary investigation is to examine her conditions of housing, education, lifestyle, relationships with her mother and equals, as well as her travelling across Russia. The work of officials of the prevention and child welfare system is to be analyzed and assessed leading to specific conclusions. In addition, there is to be an assessment of actions of law enforcement officers on identifying individuals staying on the territory of their supervision with no registration.
