The investigating authorities of the Investigative Committee of the Russian Federation in the Altai Territory initiated a criminal case under Part 1 Article 293 of the Criminal Code of the Russian Federation (negligence) and Paragraph «g» Part 2 Article 117 (torture of a child) based on media reports about the fact that a resident of the Zarinsky District had used violence against a 9-year-old boy placed in her care.
According to the investigation, a resident of Zarinsky district systematically beaten up a 9-year-old boy placed in her care, thereby causing him mental and physical suffering. At the same time, the prevention authorities’ employees did not take timely measures to terminate the guardianship, which caused the child injuries by his guardian when he refused to do his homework on September 1, 2018.
In addition, at the request of the Investigation Department of the Investigative Committee of the Russian Federation in the Altai Territory the prosecutor transferred the criminal case previously initiated by the police in connection with deliberate infliction of medium bodily harm to a minor (Part 2 Article 112 of the Criminal Code of the Russian Federation) for further investigation.
Currently, all the circumstances of the incident are being established, the district administration has withdrawn relevant documentation, interrogations are being carried out. Upon an initiative of the investigating authorities, the children who were under the guardianship of the woman were seized and placed in a medical institution; their life and health are not in danger. The investigation intends to verify all possible instances of violence against the children. During criminal case investigation, comprehensive measures will be taken to establish the causes and provisions that contributed to the commission of a crime against a minor, as well as measures to eliminate them.
