Investigation continues of two criminal probes into murder of 1.5 months old girl in Vologda

Investigative authorities of the Investigative Committee of the Russian Federation in Vologda Region continue to investigate two criminal cases into a murder of a 1.5 month old girl in the regional centre in August 2018.

During investigation into the death of the child under criminal case prescribed by Paragraph C of Part 2 of Article 105 of the Criminal Code of Russia (murder of a person who is known by the killer to be helpless state), the investigators defined that one of the circumstances of the crime was inadequate control over 24-year-old Vologda citizen by law enforcement authorities of the Russian Ministry of Internal Affairs in Vologda. Being released on probation after committing violent offences for gain, he managed to change his residence without notifying the relevant authorities.

Therefore the investigators also instituted criminal proceeding upon Part 2 of Article 293 of the Criminal Code (neglect of duty, that is, the non-discharge by a functionary of his duties due to a dishonest and careless attitude to civil service, which has involved by negligence the death of a person).

The officers of the Investigative Committee interviewed every staff member of the police juvenile department, every district officer and their direct supervisors. They also seized files containing records about police monitoring activities concerning the paroled prisoner. Medical officers that provided assistance were also interviewed about the living conditions of children in this family.

A 1.5-year-old girl (the sister of the murdered girl) was removed from the family immediately after the tragedy and transferred first to a medical institution for an examination and then to a special children's institution for rehabilitation. According to the investigation, the guardianship authorities prepared necessary documents for a legal procedure of deprivation of parental rights for the girl's mother.

The 24-year-old Vologda citizen was detained. The investigators pressed charges against him under Paragraph C of Part 2 of Article 105 of the Criminal Code of Russia (murder of a person who is known by the killer to be helpless state) that is punishable with deprivation of liberty up to a life sentence. During investigation, the investigators interviewed a wide circle of witnesses and requested a number of expert examinations, including forensic psychiatric evaluation. Its results showed that the convict suffers from a mental illness, which, however, doesn't mean his diminished responsibility.

It should be reminded that, according to the investigation, the previously convicted 24-year-old Vologda citizen was paroled from a penal institution in February 2018. Afterwards he started to live together with a 20-year-old single mother who gave birth to her second daughter in June 2018. On July 31, 2018, the mother with her new-born daughter returned from a perinatal centre to their dormitory in Vologda. When the mother worked part-time as a shop assistant, the man used violence against the 1.5 month old girl being annoyed by her cry. On August 5, 2018, by his intentional actions the man caused the child a head injury that entailed her death.

At the moment, the criminal cases are still being investigated by the investigative authorities for high-priority cases department of the Investigative Department in Vologda Region, which expertise area includes the most complex and high-impact cases of crimes against the person. They clarify all circumstances; carry out all necessary expert examinations and other investigative actions.
