Three probes launched in shelling of civilians in Donbass


The Investigative Committee of Russia continues to register criminal activities of the Ukrainian security forces in Donbass. They continue to violate Protocol on cease-fire in southeast of Ukraine and Memorandum to it, as well as provisions of the Convention on Protection of Civilian Persons in Times of War and Additional Protocol II to it.

At the moment, three more facts of illegal activities of the Ukrainian Armed Forces and Ukrainian National Guard members, acting on the orders of high command, have been established. In all cases, they conducted targeted shelling of Donbass facilities of social structure using heavy weapons, that is, they acted in a generally dangerous manner, intending to kill as many people as possible.

October 12, 2018 shelling hit gardeners’ partnership “Troyanda” in the Kirov District of Donetsk. As a result, a civilian was wounded. On October 13, facilities of social structure came under fire in the village of Maryevka near Lugansk, claiming two lives: a woman and a 17-year-old girl. On October 14, Ukrainian Armed Forces’ shells hit a correctional facility in the village of Shakhty of Gorlovka, killing one of the convicts.

Central Investigation Department of the Russian Investigative Committee launched a probe into all these cases on the grounds of a crime under Part 1 Article 356 of the Criminal Code of the Russian Federation (cruel treatment of civilians, use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

Currently, investigative activities and criminal intelligence and surveillance operations to establish all the circumstances of these crimes and the persons involved in their commission are continuing.

We will remind that the domestic armed conflict between the self-declared Luhansk and Donetsk People’s Republics on one side and the Ukraine’s National Guard and Armed Forces on the other has been on in southeast Ukraine since April 2014.
