In Komi Republic, former head of administration of Syktyvkar Urban District found guilty of bribe-taking on large scale

The evidence gathered by the Komi Regional Office of the Investigative Committee of the Russian Federation was found sufficient by the court to sentence Roman Zenishchev, a former head of administration of Syktyvkar Urban District. He was found guilty of bribe-taking on a large scale (Paragraph D of Part 4 of Article 290 of the Criminal Code of Russia).

According to the investigators and court, in 2006 Zenishchev and a group of persons included Alexander Zarubin, Yury Bondarenko, Valery Veselov, Anton Faerstein, Alexander Bondarenko and Nikolay Shlopov, agreed that every month the bribe-givers would pass a certain amount of money to Zenishchev, and he, being a functionary, would provide them with comfortable conditions for maximizing their profit from passenger transportation services by transport companies controlled by the bribe-givers, within Syktyvkar Urban District.

In particular, by means of using his administrative capacity, Zenishchev contributed to the transport companies controlled by the bribe-givers winning of open competitions. As a result, those companies obtained contracts for passenger transport services of regular municipal bus routes.

Moreover, for acting on behalf of the bribe-givers, Zenishchev received a property gain in a form of a significant discount for acquiring private housing and public utilities companies. The shares in the authorized capital of such companies were registered for people controlled by Zenishchev.

In total, from 2007 to 2011, Zenishchev received from the bribe-givers over 3.7 billion rubles in cash, and property gains worth over 10 billion rubles.

It needs to be reminded that earlier Zenishchev was accused of committing a number of corruption crimes and sentenced to ten years of imprisonment in a strict regime correctional colony with a fine of 1.1 million rubles and with disqualification to hold specified state or municipal offices in management, economic and administrative activities for a term of three years.

Therefore, Zenishchev was cumulatively sentenced to 10.5 years of imprisonment in a strict regime correctional colony, a fine of 1.5 million rubles, and confiscation of money received as the bribe. Zenishchev is also disqualified from holding specified offices for a term of three years.
