In Kursk Region, probes launched into non-discharge by functionaries of one of the district administrations of their duties and exceeding of their powers


The Kursk Regional Office of the Investigative Committee of the Russian Federation launched probes under Part 1 of Article 286 of the Criminal Code of Russia (exceeding official powers) and Part 1 of Article 293 (non-discharge by a functionary of his duties due to a dishonest and careless attitude to civil service, involved the substantial breach of the rights and lawful interests of individuals).

According to the investigators, Kursk administration officials acted beyond their authority, which resulted in a significant violation of the legally protected interests of society and the state, due to negligence with reference to information about the location of a land plot in Kukuyevka rural settlement of the Kursk Region, in the law-protected zone. It resulted in preparation, approval and issuance of 381 permissions for construction works within the boundaries of the protected zone of the Federal State Budgetary Institutions “Central Black-Earth State Nature Biosphere Reserve of Professor Vasily Alekhin” from 2010 to October 2017. Said actions of the officials had led to large-scale development on the territory of the protected zone, which has a very negative impact on its ecosystem and increases anthropogenic load.

At the moment, investigative actions are being conducted to define all the circumstances of the committed offenses, as well as to identify the guilty functionaries. The criminal investigation is ongoing.
