In Krasnodar Territory, probe launched into non-discharge by functionaries of their duties, whose negligence entailed child’s leaving her home and committing most serious offence

The Krasnodar Regional Office of the Investigative Committee of the Russian Federation launched a probe into negligence of functionaries of the Social Services Office of the Regional Ministry for Social Development and Family Policy in Khostinsky District of Sochi (Part 1 of Article 293 of the Criminal Code of Russia).

To remind, on September 23, 2018, a 12-year-old girl left her home and disappeared, her mother reported to the investigators. On October 3, 2018, the missing girl was discovered in Leningrad Region.

According to the investigators, the girl’s mother neglected her parental duties. The child repeatedly left home for a long time unauthorized and missed school, while the relevant authorities did not pay attention to those facts in a timely manner and did not take effective measures under their duty to remove the child from the family. Moreover, the Social Services Office knew that the girl was under psychiatric supervision. Despite the fact that the girl was in social risk, the functionaries did not forward the information to prevention agencies to register a family and carry out the following work, and also did not inform guardianship authorities. Due to inaction of the functionaries, the girl left home once again and, together with an acquaintance, committed a socially dangerous act under Part 1 of Article 105 of the Criminal Code of Russia (murder).

Investigative actions are being conducted to define circumstances of the committed offense and the persons, whose inaction entailed those consequences. The criminal investigation is ongoing.

The materials on the mother’s improper performance of her parental duty were transferred to the Ministry of Internal Affairs for a legal assessment.
