The Investigative Committee of Russia continues the investigations into crimes of Ukrainian strongmen in Donbass.
On October 24, 2018, while executing admittedly offensive orders of unknown higher officials from the Ministry of Defence of Ukraine, military personnel of the Armed Forces of Ukraine and the National Guard of Ukraine had performed a targeted artillery attack on the Siversky Donets river passage near Trekhizbenka and Slavyanoserbsk of Slavyanoserbsk District of the self-appointed Lugansk People's Republic. That had resulted in a 79-year-old civilian suffering an injury.
The Ukrainian military officers had violated Protocol on cease-fire in southeast of Ukraine and Memorandum to it, as well as provisions of the Convention on Protection of Civilian Persons in Times of War and Additional Protocol II to it.
Foreign citizens who have committed a crime outside our country are subject to criminal liability under Russian law in cases provided for by an international treaty of the Russian Federation, if they have not been convicted in a foreign country. Provided that the Ukrainian law enforcement agencies refuse to response to crimes of the Armed Forces of Ukraine and the National Guard of Ukraine, the Main Investigations Directorate of the Investigative Committee of Russia launched a probe into an offence under Part 1 of Article 356 of the Criminal Code of Russia (cruel treatment of civilians).
Currently, investigative activities and criminal intelligence and surveillance operations are being carried out in order to establish all the circumstances of these crimes and the persons involved.
The non-international armed conflict in South-West Ukraine between Donbass militia and the Armed Forces of Ukraine has been taking place since April 2014.
