Investigative Committee of Russia and veterans of Special Rapid Response Unit of Russian MIA - National Guard carrying out large-scale joint work on patriotic education of young people


The Investigative Committee of the Russian Federation continues its active interaction with troopers and veterans of the Special Rapid Response Unit (SOBR) of the Ministry for Internal Affairs of Russia - the National Guard of Russian Federation, who, as Chairman of the IC Alexander Bastrykin has repeatedly noted, set a good example of courage and faithful performance of their duty and can serve as an authority for the young generation.

Social stability of citizens, their peace of mind and confidence in the future highly depend on the results of work of both the Investigative Committee of Russia and the Special Rapid Response Unit. Officers of SOBR of the Ministry for Internal Affairs of Russia, and now of the National Guard, maintain strong commitment to protection of citizens’ rights against from adverse actions, to securing of public safety, to protection of all forms of property and of state economics. The organization is an integral part of history of our country, and its own history contains many glorious pages.

In June 2018, Chairman of the Investigative Committee of Russia Alexander Bastrykin took part in an All-Russian meeting of troopers and veterans of the Special Rapid Response Unit, devoted to the 25th anniversary of their formation in the structure of the Ministry for Internal Affairs of the Russian Federation. The meeting was attended by over 120 combat veterans and Special Rapid Response Unit representatives from various cities. Addressing the audience, the Chairman of the Investigative Committee of Russia specially underlined that “The Investigative Committee officers stand in one line with the Special Rapid Response Unit personnel in defence of state interest, and fulfil their duties of fight against crime with dignity.” Apart from that, he noted that joint patriotic actions, aimed at development of athletic skills of young people, strengthening of their morale, and their moral education, were very important.

Seeking patriotic and moral education of the young generation, the Investigative Committee of Russia and representatives of regional Special Rapid Response Units of MIA signed agreements, under which they regularly carry out Spartakiads, workshops, and social campaigns inspiring leadership and desire of winning in young people.

Today, a presentation of a book “It’s Raining in Grozny” by Anton Nikolaev, a veteran of Chelyabinsk Special Rapid Response Unit, took place in Yekaterinburg on a basis of the Ural State Pedagogical University. The book is devoted to one of the most significant operations of SOBR troopers in the Chechen Republic in the 1990s. The event was attended by chiefs and officers of the Sverdlovsk Regional Directorate of the Investigative Committee of Russia, the Ural Transport Directorate of the Investigative Committee of Russia, Investigative Directorate 4, and the second Faculty of Postgrade Training (in Yekaterinburg) of the Academy of the Investigative Committee of Russia. A half-an-hour documentary about rough combat times of Russian troopers in the Chechen Republic helped the audience to taste the atmosphere of those years. After the film, witnesses of those memorable events answered questions of the audience. The event closed with placing of flowers to a commemorative plaque for Hero of Russia Vladimir Lastochkin.

Similar campaigns became a tradition for many constituents of the Russian Federation.

For instance, the direction of the Chelyabinsk Regional Investigations Directorate of the Investigative Committee of Russia and Anton Nikolaev, the Chairman of regional public organization of Special Rapid Response Unit veterans “Rys. Chelyabinsk” signed a cooperation agreement. Under the agreement, they developed a plan of joint events aiming at restoring and securing of sense of patriotism in the society, of dedication to the duty, of respect and admiration to military and labour prowess, as well as at forming a sense of international friendship in the youth society, intolerance of xenophobia and prevention of extremist behaviour, and at patriotic education of young people. On September 22, 2018, under the agreement, a regional military-sports relay race was carried out in the city of Kusa. The event was devoted to the memory of Kusa citizen Nikolay Vanin, a Soviet Union Hero. A 21 team composed of over 150 inmates of children’s homes, schoolchildren and college students aged from 11 to 16 took part in the relay. In 2016-2018, the Investigative Directorate personnel along with Special Rapid Response Unit veterans carried out 12 joint events aimed at patriotic education of young people. Also under the agreement, a team judo tournament devoted to the memory of veterans, Special Rapid Response Unit officers and Investigative Committee officers that lost their lives in the line of duty is planned for February, 2019 in Chelyabinsk.

Collaboration agreements similar to the one with the Special Rapid Response Unit were signed with Regional Investigations Directorates of Irkutsk, Novosibirsk and other regions.

In the Republic of Altai, the Regional National Guard Directorate and the Regional Investigations Directorate of the Investigative Committee inked an agreement on informational policy. The subject is relevant since special units of the National Guard often provide strong-arm assistance for search operations and investigative activities under probes investigated by the Investigative Committee.

Under the agreement concluded in Vologda Region, every year officers of the Regional Investigations Directorate of the Investigative Committee of Russia, their children and cadets from a specialized class, along with representatives of the Special Rapid Response Unit take part in an inter-agency patriotic campaign “Their glory does not fade over the years”, devoted to the Victory in the Great Patriotic War of 1941-1945. Children of law enforcement units and security services staff, and students of specialized classes come to congratulate the veterans, their parents and their comrades-in-chief, their training officers with the upcoming Victory Day.

In line with the plan on collaboration with SOBR veteran Mikhail Gulyaev, the Orenburg Regional Office of the Investigative Committee scheduled a presentation of book “It’s Raining in Grozny” on November 2018. Also, there are plans for students of educational institutions of Orenburg to participate in judo competitions in Chelyabinsk, dedicated to the memory of SOBR officers killed in the Chechen Republic. In March 2019, a shooting competition between the investigators is scheduled, dedicated the memory of former SOBR officer Dmitry Novoselov.

In Omsk Region, investigators together with volunteers of search unit “DobroSpas-Omsk”, as well as local officers of the Directorate of the Ministry for Internal Affairs, Ministry for Emergency Situations and the National Guard took part in an awareness campaign and an educational quest to search for missing children, dedicated to International Missing Children’s Day. It is being discussed to hold a joint amicable meeting of veterans of the Investigative Committee and the Special Rapid Response Unit, dedicated to All-Russian Day of Recruit, on November 15.

It is very important that such social work is actively carried out in those regions of Russia, where there is a high level of crime among minors and young people. Such campaigns are aimed at preventing the deviant behaviour of children and teenagers, at directing the energy of the younger generation into a positive channel. It is also should be noted that events like these create a proper vision on heroism and a true feat in young people. With regard to the tragedy in Kerch, at the meeting of the Valdai Discussion Club, Russian President Vladimir Putin noted that the Internet did not provide required, interesting and useful content for young people, and they devoured a surrogate for heroism. At that, the President of Russia added that real heroism always had a place in our life.
