Alexander Bastrykin carries out working visit to Republic of Kazakhstan

Today, during his working visit to the Republic of Kazakhstan, Chairman of the Investigative Committee of Russia Alexander Bastrykin held a meeting with Kairat Kozhamzharov, the General Prosecutor of the Republic of Kazakhstan. Following the meeting, the parties signed a cooperation agreement between the Investigative Committee of the Russian Federation and the General Prosecutor’s Office of the Republic of Kazakhstan, and an agreement on cooperation in the territory of Baikonur complex.

Talking about the importance of the event, Alexander Bastrykin noted, “A cooperation agreement had already been signed in 2008, when the Investigative Committee was a part of the Prosecutor’s Office; but today we act like an independent investigative authority, therefore, there is both an objective and a vital need for signing a new one. For almost 11 years of operation of the Investigative Committee, we have established not formal but working relations in key priority areas of our practical investigative work.”

The agreements provide for cooperation in a number of important areas. Those include exchange of information on crime and crime control; exchange of experience of investigation into offences involving terrorism, extremism and corruption; exchange of information on national legislation, law-making and law enforcement; advice and collaboration in scientific surveys of issues of mutual interest.

The parties also committed themselves to share information on launching of preliminary investigations into each other’s citizens and into crimes committed against citizens of both countries based on requests and in accordance with their competences.

In relation to the Baikonur status, Kairat Kozhamzharov said, “As you know, this is the city with the special status, where law enforcement authorities of both countries and their judicial systems are competent. We have work matters like that. I think, due to the today’s agreement, these issues will be resolved.”

Alexander Bastrykin commended the work of his Kazakhstan colleagues and marked the E-Probe programme and a reception in the building of the General Prosecutor’s Office.

Also, during his working visit, Alexander Bastrykin met with the academic staff of Lev Gumilev Eurasian National University to discuss relevant law enforcement issues. Alexander Bastrykin was granted a title of Honorary Professor of the University and given a corresponding certificate.
