Moscow Academy of Investigative Committee of Russia hosts science and practice conference on protection of rights of criminal procedure participants

Today, the Moscow Academy of the Investigative Committee of the Russian Federation hosted a scientific and practical conference on “Criminal Procedure Protection of a Victim and Harm Compensation: Issues and Means to Solve Them. Protection of the Rights of Participants in Criminal Proceedings.” The event was attended by Anatoly Bagmet, the Acting Rector of the Moscow Academy of the Investigative Committee of Russia; Gasan Mirzoyev, the Rector of the Russian Academy of Advocacy and Notaries; Valery Kozhokar, the Head of the All-Russian Research Institute of the Ministry of Internal Affairs of Russia; Nikolay Bushkevich, the major crimes investigator of the Department on Practice Analysis and Methodological Support of the Central Office of the Investigative Committee of the Republic of Belarus; Yelena Antonyan, the Deputy Head of the Department of Criminology and Penal Law of the Kutafin Moscow State Legal University; Vladimir Prorvich, the Professor of the Economic Security Department of the Moscow Technological University; faculty members and students of the Law Institute and the Institute for Advanced Studies of the Moscow Academy of the Investigative Committee of the Russian Federation; and other prominent scientists from leading universities of Russia, in particular the Moscow State Law Academy, the Academy of the Prosecutor General’s Office of the Russian Federation, the Kikot Moscow University of the Ministry of the Interior of Russia, the Academy of Management of the Interior Ministry of Russia, the Moscow State Institute of International Relations, the Russian Technological University, as well as invited persons.

Addressing the audience with a welcoming speech, Anatoly Bagmet noted that the work on reparation during criminal proceedings is one of the priorities of the Investigative Committee - the Chairman regularly reminded about that in his speeches. Anatoly Bagmet shared the results of the Committee on compensation for damage to the state during the investigation of corruption crimes. In his speech, he also drew attention to the need to improve legislation on the implementation of the provisions of Article 52 of the Constitution of the Russian Federation.

The participants of the international scientific conference in their reports and research notes touched upon the problems and criminal procedural peculiarities of victim protection and harm compensation. In particular, the agenda included issues related to the use of confiscation for compensation of damages caused by officials of financial organizations, for crimes with material and formal elements.

Materials related to implementation of forensic research in criminal proceedings were of great interest to the participants of the conference.

The discussion of topics covered at the conference demonstrated the relevance of the questions raised and the need for further scientific research.
