In Sakhalin Region, probe launched into negligence of guardianship authorities, as well as police, which resulted in murder of girl

As a part of the investigation into death of an underage girl, the Sakhalin Regional Office of the Investigative Committee of the Russian Federation launched probe under Part 2 of Article 293 of the Criminal Code of Russia (negligence).

We will remind you that on October 19, 2018, a body of a 1.5-year-old girl with signs of violent death had been discovered in a garbage container, located about 100 meters from the house number 9 on Dachnaya street in the village of Shebunino, Nevelsky District. A probe had been launched under Paragraph C of Part 2 of Article of the Criminal Code of Russia (murder of a minor). On suspicion of committing the offence, a 37-year-old mother of the girl had been arrested; she had been charged and placed in custody.

During the investigation of the probe, it was established that on December 13, 2017 and January 31, 2018, Russian Ministry of Internal Affairs in Aniva City District had received reports that the accused had been abusing alcohol and neglecting her minor daughter born in 2017. On these reports, the guardianship authorities of Russian Ministry of Internal Affairs in Aniva City District, including employees of the Education Department of the district, acting as the guardianship authority of the district, had conducted joint visits to the accused’s residence. During these visits, the information about improper execution of parental duties by the mother of the girl had been confirmed. In this regard, on December 20, 2017 and February 14, 2018, the mother had been held administratively liable by the decision of the Juvenile Affairs Commission in Aniva City District of Moscow Region under Part 1 of Article 5.35 of the Administrative Offenses Code of the Russian Federation.

At the same time, by the decision of the Juvenile Affairs Commission, the family had been placed at social risk and registered.

On the same day, the Juvenile Division, the guardianship authorities of Russian Ministry of Internal Affairs in Aniva City District and the Education Department of the district had been informed. By the same decision, they had been obliged to conduct the social patronage of the family, develop a visit schedule and a prophylactic work plan.

However, the said law enforcement and regulatory authorities, despite the systemic unlawful behavior of the girl’s mother, had failed to discharge their duties, which resulted in the murder of a minor on October 18, 2018.

Currently, the necessary documents, relevant to the investigation, are seized, investigative actions are being conducted aimed at strengthening of the evidence. The criminal investigation is ongoing.
