The Amur Regional Directorate of the Investigative Committee of the Russian Federation launched a probe into officers of the correctional colony №3 of Amur Regional Directorate of Federal Penal Correction Service of Russia as a result of procedural probe into infringement of internal regulation of the Correctional Facility by a convicted member of Tsapki gang Vyacheslav Tsepovyas. They are accused of committing a crime under Part 1 of Article 286 of the Criminal Code of Russia (exceeding official powers).

According to investigation, from January, 2015 to February, 2018 unidentified officers of the said institution performed activities that definitely exceed their official powers in interest of convicted Vyacheslav Tsepovyas. Thus a person who committed a number of grave and especially grave offences was provided with privileged conditions of serving his sentence which is contrary both to requirements of law and generally accepted moral rules and provokes a natural public outcry.

The investigation will identify persons that condoned the infringements. Their actions will be given a relevant legal assessment. Thus investigation will check not only facts reported by mass media but also other possible facts of infringements of penal correctional legislation in the correctional facility committed by its administration.

At the same time, investigators will check information about threats to the wife of Tsepovyas.

Upon the instruction of the Chairman of the Investigative Committee of the Russian Federation, the probe was referred to the Central Office of the Investigative Committee.
