The Chairman of the Investigative Committee of Russia holds briefing in Simferopol

Today the Chairman of the Investigative Committee Alexander Bastrykin held a briefing with chiefs of Main Investigations Directorate for Republic of Crimea, Investigations Directorate of the city of Sevastopol, Volgograd and Rostov Regional Investigations Directorates and Investigations Directorate for Krasnodar Territory. The event took place in Simferopol. Igor Krasnov, the Vice-Chairman of the Investigative Committee of Russia, Eduard Kaburneev, the Head of the Main Investigations Directorate, Zigmund Lozhis, the Head of the Main Forensics Directorate, Sergey Gorainov, the acting Head of the Human Resources Directorate, Andrey Stryzhakov, the Head of Investigations Directorate 7 of the Main Investigations Directorate of the Investigative Committee of Russia and a number of other officers participated in the briefing.

The briefing was devoted to review of work of the said regional investigations directorates for 9 months of 2018. In his opening speech the Chairman generally commended the results of work of the listed regional bodies of the Investigative Committee. Crime situation in all of these regions has improved, the quality of investigation has risen and some regions also featured rise in sums of compensated damage and in some other indicators.

Special attention was paid to the work of the Main Investigations Directorate for the Republic of Crimea and Investigations Directorate for the city of Sevastopol. These directorates managed to reach high levels of crime clearance including 100% clearance for some categories of crimes. For example, in the Republic of Crimes murder clearance reached 95.2%, clearance of probes into intentional inflictions of a grave injury entailing death of a victim reached 89.7% and rape clearance reached 100%.

The Chairman of the Investigative Committee of Russia focused the attention of his subordinates on problems and drawbacks of regional investigative bodies revealed by the Central Office during analysing of results of their work for these nine months. These units require system changes for future improvement of their investigative performance. First of all Alexander Bastrykin instructed to work on staffing optimization in order to increase shares of investigators, forensic experts and procedure control officers within current staffing level. One of the main objectives of the Crimea investigators is to reach 100% repayment of salary arrears by intensifying investigation into such probes and identification of funds that can solve the problem. Clearance of crimes of previous years directly depend on effectiveness of work of specially created investigation teams. Alexander Bastrykin demanded to pay a special attention to tackling of this task. Necessity of thorough investigation of crimes of other categories was also pointed out.

For further study of criminal and social situation in Crimea region the Chairman of the Investigative Committee of Russia instructed his subordinates to carry out a social research in collaboration with scientists upon interaction agreement with Saint Petersburg State University. The results of this survey will help to organize the work of investigative units on crime prevention and crime control more accurately.

Moreover, the question of development of educational and postgrade training institutions of the Committee came under discussion during the briefing. The Chairman of the Investigative Committee of Russia discussed with the Head of Rostov Regional Investigations Directorate possibility and feasibility of creation of a branch of Academy of Investigative Committee in Rostov-on-Don. Noting positive experience of staff training in Volgograd Academy of the Ministry of Internal Affairs and in Kikot Moscow University of the Ministry of Internal Affairs Alexander Bastrykin instructed the Head of Volgograd Regional investigations Directorate and the acting Head of Human Resources Directorate to consider and implement this experience into the work of our educational institutions. To prepare young investigators for practical work in a sound manner it is necessary to bring them as close as possible to investigative and forensic work during their study in Academies of the Investigative Committee by organizing their internships in regional investigative units.

The Chairman of the Investigative Committee of Russia separately listened to a report on investigative process into the massacre in the Kerch Technical College. He was reported that a significant volume of work has already been done, in particular 650 people have been interrogated. The investigation has established in detail Roslyakov's route through adjacent property and the college building on the day of committing of the crime. They have obtained necessary evidence and testimonies to register all his actions. According to the data collected the investigation came to a conclusion that Roslyakov acted alone. Roslyakov's personality, his personal views and psychological state prior and during committing of the crime are currently investigated in detail, a detailed psychological profile of him has been developed. A complex postmortem psychological and psychiatric examination of Roslyakov has been arranged. A full complex of investigative activities including carrying out of other previously arranged forensic examinations is ongoing.
