Court rules upon one of co-perpetrators of former Deputy Director of Federal Penitentiary Service of Russia

The evidence gathered by the Main Investigations Directorate of the Investigative Committee of Russia was found to be sufficient by the court to issue an indictment to entrepreneur Marina Dyukova. She was found guilty of an offense under Article 33, Part 5; and Article 160, Part 4 of the Criminal Code of Russia (accessory in embezzlement on an especially large scale).

According to the investigation and to the court, in early 2016, Dyukova had conspired with Deputy Director of the Federal Penitentiary Service of Russia Oleg Korshunov and Deputy Head of the Administrative Support Department of the Federal Penitentiary Service of Russia Svetlana Alekseeva to embezzle budgetary funds allocated for central purchase of sugar for facilities of the Federal Penitentiary Service of Russia.

In execution of the joint criminal intent, Alekseeva had included in the procurement tender documents an a priori unenforceable condition to supply over 7,000 tonnes of sugar to facilities of the Federal Penitentiary Service of Russia across the country within 20 days. Dyukova had applied to the Federal Penitentiary Service of Russia with commercial offers to supply sugar at an over-inflated price through her affiliate entities with no sugar market shares or any experience in such supplies.

Following an illegal auction, on behalf of the Federal Penitentiary Service Korshunov had signed a sugar supply contract at the knowingly inflated price with a company controlled by Dyukova. Korshunov had recognized the tender as successful despite the fact that the winner had violated the terms of delivery by two months. The contract payment of 399 million roubles had been transferred to a company controlled by Dyukova; 43 million of the payment had been embezzled by the co-perpetrators as illegally inflated price of the supplies.

The defendant was sentenced to 2.5 years of imprisonment in a general regime penal colony.

The investigation into Korshunov and his other co-conspirators is finished as well; the accused individuals are studying the case files. In the meantime, the investigation into Korshunov’s other offenses is ongoing.
