Widow of singer Igor Talkov recognized as victim in probe into his murder in Saint Petersburg

On November 13, 2018, the Saint Petersburg Main Investigations Directorate of the Investigative Committee of Russia reopened the probe into an offence under paragraphs B and E of Article 102 of the Criminal Code of the Russian Soviet Federative Socialist Republic regarding the fact of the murder of singer Igor Talkov on October 6, 1991, in the Yubileyny sports palace.

The investigation had gathered the evidence that was found by the court to be sufficient to press charges against Valery Shlyafman on May 6, 1992, and March 18, 1993, for infliction of death by negligence on Igor Talkov, which was an offence under Article 106 of the Criminal Code of the Russian Soviet Federative Socialist Republic and to rule upon keeping him in custody.

It was established that, in January 1992, Shlyafman left to Israel for permanent residency.

On March 19, investigative activities for the probe were suspended under Paragraph 1 of Part 1 of Article 195 of the Criminal Procedural Code of the Russian Soviet Federative Socialist Republic (in case when the defendant hides from investigation of the court or it is not possible to establish their location for any other reasons).

Previously, the mother of Igor Talkov had been recognized as a victim in the probe.

Due to her death, the investigation has granted the motion of Igor Talkov’s widow Tatyana Talkova to recognize her as a victim.

After her being questioned as a victim, her advocate and she will be granted access to the case files under Article 42 of the Criminal Procedural Code of Russia. The investigation is ongoing.
