Three more probes launched into artillery strikes on civil infrastructure in Donbass by Ukrainian strongmen


The Investigative Committee of the Russian Federation has established new facts of the Ukrainian military’s artillery attacks on settlements of the self-appointed Lugansk People’s Republic and Donetsk People’s Republic causing injuries to civilians.

On November 8, 2018, while executing admittedly offensive orders of higher officials from the Ministry of Defence of Ukraine nearby Zolotoe-4 settlement, military personnel of the Armed Forces of Ukraine and the National Guard of Ukraine performed a targeted artillery attack with high-casualty heavy weapons on civilian infrastructure objects of no military target in Maryevka settlement of the self-appointed Lugansk People’s Republic. That caused death of a 63-year-old civilian not involved in the conflict. On November 12, 2018, the Ukrainian military forces shelled civilian infrastructure on Pervomayskaya Street in Zolotoe, injuring a man not involved in the conflict.

More facts on Ukrainian strongmen’s crimes committed from September 1 to October 31 have been established by the investigation. The targeted artillery strikes on the territory of the self-appointed Donetsk People’s Republic and Lugansk People’s Republic destroyed or damaged 103 residential houses and important infrastructure objects, such as gas pipelines and overhead power lines, in Novoazovsk District, Yasinovataya, Slavyanosebsk, and Pervomaysk.

The Ukrainian military had been intentionally acting against the Protocol to Cease Fire in South-West Ukraine and the related Memorandum, as well as provisions of Convention relative to the Protection of Civilian Persons in Time of War and the related Annex II. Same as before, the motive of their actions was to kill and harm severely an unidentified range of civilians living in the South-Eastern Ukraine for they denied to recognise the legitimacy of the acting authorities and intended to create their own administrative and territorial entities.

The Main Investigations Directorate of the Investigative Committee of Russia opened three more investigations into an offence under Part 1 of Article 365 of the Criminal Code of Russia (cruel treatment of civilians and use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

Currently, investigative activities and criminal intelligence and surveillance operations are being carried out in order to identify all the persons involved in the crime.
