Chairman of Investigative Committee of Russia visits Krasnoyarsk

During his working trip to Krasnoyarsk the Chairman of the Investigative Committee of Russia Investigative Committee of Russia held a briefing with the chiefs of Siberian Federal District investigative units to review results of work of their departments for nine months of 2018. The heads of investigative departments reported the Chairman of the Investigative Committee of Russia about results of their work in priority areas and the Head of the Committee underlined a number of drawbacks that require attention and enhanced control including investigation of probes into non-payment of wages and compensation of damage caused by offences. Summarizing the briefing, Alexander Bastrykin demanded to take measures to improve performance of investigations directorates. Another key priority is solving and investigation of past years crimes. In this regard local investigative units are to thoroughly analyse their work in this area and to improve effectiveness of use of forensic equipment. They have been also instructed to organize special teams to solve medical crimes. The heads of departments have been instructed to analyse their workforce and to work on staffing optimization in order to increase ratio of investigators to support units.

The Chairman of the Investigative Committee of the Russian Federation also held a personal reception of citizens’ session in Krasnoyarsk. The reception was attended by Deputy Chairman of the Investigative Committee Igor Krasnov; chiefs of several Central Office divisions; as well as chiefs and employees of regional investigations offices, which process the probes and inspection materials that drew attention of Alexander Bastrykin due to petitions of citizens. 77 citizens of Irkutsk, Omsk Region, Altai Territory, Republic of Khakassia, Tyva Republic and Krasnoyarsk Territory applied for the personal reception session in Krasnoyarsk.

Alexander Bastrykin was addressed by a woman unsatisfied with the process of procedural probe into the death of her husband that was entailed by work injury during construction works. According to this woman, her husband was engaged in employment relationship with the organization but the evidence of it was destroyed in order to avoid liability and was replaced with a false concession contract and the investigator illegally issued orders to dismiss criminal complaints. The Chairman of the Investigative Committee of Russia fired the head and the investigator of the investigative department of the Closed City of Zheleznogorsk of Krasnoyarsk Territory; the probe files have been referred to the Central Office with an order to launch a probe immediately.

During the personal reception session a Krasnoyarsk Territory citizen asked to assess comprehensiveness and objectiveness of procedural probe into improper medical assistance provided by a gynaecologist of one of medical centres. According to the applicant, the doctor didn’t detect the problem and the woman required emergency medical care after an appointment with this doctor. According to the woman, investigation showed a red-tape since the guilt of the doctor’s improper medical assistance still hasn’t been established and she disagrees with the dismissal of her criminal complaint. The investigator arranged another commission forensic expertise to establish an objective reason. After studying available case files and listening to applicant’s arguments Alexander Bastrykin dismissed the investigator and arranged an official assessment of the Head of investigations department. Chairman of the Investigative Committee of Russia addressed a letter to the Governor of Krasnoyarsk Territory in order to accelerate treatment of the victim.

A married couple applied to the reception with their disagreement with the dismissal of their criminal complaint about officers of a penal colony where their son served his sentence and where he died in 2013 as a result of a traffic accident. The applicants explained the accident happened as a result of negligence of the colony authorities who prescribed the victim to drive a loader though he didn’t have a corresponding driving license. Studying of the case files revealed that since 2013 investigators had repeatedly dismissed criminal complaints and the probe was launched only in 2018 after review of case files by the Central Office but no investigative activities have been yet performed. The Head of the Committee instructed to launch an official assessment of the officers that allowed the red-tape. Chairman of the Investigative Committee took the criminal investigation under his personal care.

Representatives of a team of Krasnoyarsk regional company producing bakery products expressed their concerns regarding over 300 of their colleagues. All of them haven’t been receiving their wages since June, 2018. Wage arrears have reached 20 million roubles. The investigators have identified the property of the suspect and have filed a motion to the court to arrest it for security purposes for subsequent compensation of the wage arrears. The Chairman of the Investigative Committee of Russia instructed the officers to achieve wage arrears repayments by the end of the year. Due to inadequate control of the investigation the First Deputy Head of the Main Investigations Department for the Krasnoyarsk Territory was suspended for the time of official assessment.

A man addressed Alexander Bastrykin to ask for intensification of investigation into his stepdaughter’s disappearance in 2016. The young girl was placed to a rehabilitation centre in the Taloe village of Irbeysky District of Krasnoyarsk Territory on initiative of her mother but afterwards she left the institution on her own will. The location of the young girl hasn’t been identified. The Chairman of the Investigative Committee of Russia requested to carry out an official assessment and to refer the probe to the Central Office for further investigation.

A woman applied for the personal reception regarding investigation of a murder of her husband being an editor-in-chief of a socio-political newspaper in the city of Minusinsk. According to the applicant, no proper means have been taken to solve the crime and no one keeps her informed about investigation results. The Chairman of the Committee requested to carry out official assessment of the head and the investigator of the Krasnoyarsk Regional Main Directorate on Major Crimes Investigation.

A woman from Irkutsk region complained about red-tape in a probe into rendering of services which do not meet safety standards which entailed stillbirth of her child. She thinks that the doctor might avoid liability because the probe has been under investigation for a long time. Another forensic examination is being currently carried out. The Chairman of the Investigative Committee instructed to refer the probe to a Central Office division located in Novosibirsk and to carry out an official assessment of the investigator.

Two women also applied for the personal reception of the Chairman of the Investigative Committee of Russia with a complaint about investigation process into kindergarten staff. According to the applicants, from February to May, 2018 a private kindergarten teacher applied unacceptable upbringing methods against the children: locked them down in a room and refused to let them out, was beating them, covered heads of the children with bed linen, caused physical pain. Despite charges pressed against the kindergarten supervisor, actions of certain workers of the institution still haven’t been given a legal assessment. The investigation is under supervision of the Central Office of the Investigative Committee of the Russian Federation. The Chairman of the Investigative Committee assigned to take measures to accelerate completion of investigation.

Alexander Bastrykin was addressed by a woman from Khakassia who disagrees with termination of a criminal case due to lack of rational evidence of criminality in actions of the doctors that in her opinion failed to provide proper medical treatment which led to her child becoming disabled. The Chairman of the Investigative Committee of Russia requested an assessment of the heads of Investigations Directorate and major crimes investigation department of the Republic of Khakassia. The probe has been referred to the Central Office for further investigation. The Chairman of the Investigative Committee of Russia instructed his subordinates to assist in organization of treatment and rehabilitation of the child.

Relatives of a married couple that was murdered during break and enter of their apartment committed with intent to commit robbery also applied the personal reception session of the Chairman of the Investigative Committee of Russia. According to the applicants, due to over 100 stabs inflicted upon the victims the penetrator didn’t act alone but was a part of a group; however possible accomplices haven’t been identified yet. Alexander Bastrykin instructed the Central Office to supervise the investigation process of the probe. Practical assistance of forensic experts of the Main Forensics Directorate will be arranged if necessary.

The personal reception session resulted in official assessments arranged for almost all probes and assessments reviewed by the Chairman of the Investigative Committee. Alexander Bastrykin provided chiefs of several regional offices of the Investigative Committee with specific instructions. The progress on all complaints and petitions addressed was taken under the personal control of the Chairman.
