In Krasnodar Territory, probe launched into negligence of Vodostok functionary, during investigation into death of boy fallen into storm drain

The Krasnodar Regional Directorate of the Investigative Committee of Russia opened an investigation into Deputy Chief Engineer on Storm Sewage System Operation of Vodostok Municipal Unitary Enterprise of Sochi. He is suspected of neglect of duty, which involved by negligence the death of a person (Part 2 of Article 293 of the Criminal Code of Russia).

To remind, investigators finished the probe into the 52-year-old hostel owner from Lazarevskoe settlement charged with infliction of death by negligence to the 7-year-old boy fallen into a storm drain in August 2018.

The investigators established that the man had voluntarily installed a concrete slab above the storm drain in front of his hostel, failing to equip it with railings or fences. The child had been hit by a stream of water, he had fallen into the open storm drain filled with rainwater and died. At the moment, the criminal case is being considered in court.

The investigation established that the storm drain had been under the economic jurisdiction of Vodostok Municipal Unitary Enterprise of Sochi. At that, in violation of the construction regulations, the technical condition of the piece of the storm sewage system had not been assessed from August 2017 to August 2018; an employee of Vodostok Municipal Unitary Enterprise had failed to discover the violations of the absence of fencing and railings, since the structure had not been examined. The man’s neglect of his duties entailed the tragic consequences of the child’s death due to negligence.

Investigative actions are being carried out in order to establish all the circumstances of the crime.
