Alexander Bastrykin instructs the Central Office of the Investigative Committee of Russia to supervise investigation into non-payment of wages to employees of Chkalovskaya Shipyard PJSC


Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin instructed the Central Office to supervise the investigation launched by Volga Transport Investigations Directorate of the Investigative Committee of Russia into non-payment of wages to the employees of Chkalovskaya Shipyard PJSC (Part 2 of Article 145.1 of the Criminal Code of Russia).

The preliminary investigation showed that the management of the enterprise had not paid wages to the employees for over three months. The investigators are also assessing actions of the management of the enterprise to determine a possible offence under Article 201 of the Criminal Code of Russia (abuse of authority). According to available information, the utility company had shut down the heating in the corporate dormitory of Chkalovskaya Shipyard due to debts of the enterprise, and the temperature in the apartments had fallen to 10 degrees above zero.

Alexander Bastrykin instructed the direction of the Volga Transport Investigations Directorate to thoroughly check the circumstances of the committed offense, to identify all of the victims and to calculate the total sum of the debt to them, as well as to take all required measures to restore the legitimate rights of the employees to receive all the law-granted payments.

The Chairman also demanded to give an impartial legal assessment of actions of the management of the enterprise, due to which people left with no means of subsistence had been compelled to the cold in the unheated apartments, and of the response of supervisory services to the situation.

The investigators continue the investigative activities aimed to secure and restore the rights of the victims. Particularly, they have conducted a search at the residence of the Director General of the enterprise and seized expensive personal belongings. In order to provide for future compensations to the victims, the investigation will motion the court to arrest the property of the perpetrator. According to preliminary estimates, it will suffice to pay the wage arrears to the enterprise employees.
