In Dagestan, former Governor of Kizlyar District sentenced

The evidence gathered by the Main Directorate on Major Crimes Investigation of the Investigative Committee of the Russian Federation was found sufficient by the court to sentence former Governor of municipal unit “Kizlyar District” Andrey Vinogradov.

He was found guilty of offences under Article 317; Part 5 of Article 33; Part 1 of Article 205.1; Part 3 of Article 30; Paragraphs G and H of Part 2 of Article 105 of the Criminal Code of Russia (encroachment on the life of an officer of a law-enforcement body; assistance in financing of terrorism; assistance in encroachment on the life of an officer of a law-enforcement body; attempt of a murder).

The investigation and the court established that, starting 2004, Vinogradov had been directly involved in an encroachment on the life of an officer of a law-enforcement body, and starting 2010, in an attempt of a murder of the Deputy Head of Kizlyar Urban District Administration, as well as in assisting of an encroachment on the life of the Deputy Chief of the Kizlyar Counter-Extremism Centre of the Dagestan Regional Directorate of the Russian Ministry of Internal Affairs. In addition, evidence was gathered that proved the defendant’s involvement in financing of terrorism.

The court found Vinogradov guilty of the offences he was charged with and sentenced him to 15 years of imprisonment in a strict regime penal colony.

Also, two more defendants, Sagid Murtazaliev and Omar Asadulaev, are on the international wanted list.
