In Moscow Region, probe launched into termination of academic activities in Leninsky district school

Today, the Moscow Regional Main Investigations Directorate of the Investigative Committee of Russia opened an investigation into a suspension of academic activities in Gorki school. The investigation was launched under Part 1 of Article 293 of the Criminal Code of Russia (neglect of duty) into violations of sanitary and epidemiological standards detected by the Moscow Regional Directorate of the Russian Federal Service for Oversight of Consumer Protection and Welfare (Rospotrebnadzor).

Investigators will also give a legal assessment of actions (inaction) of the school administration in finance and economics, including use of the money allocated to eliminate deficiencies previously detected by Rospotrebnadzor. In addition, an unsupervised removal of school assets will be given a legal assessment.

It must be noted that, on November 16, 2018, Andrey Makarov, the Acting Chief of the Moscow Regional Main Investigations Directorate of the Investigative Committee of Russia, held a personal reception session on the education process in this school in Vidnoe Investigative Department. The session lasted for 1.5 hours and was attended by 14 people. Having listened to the citizens making arguments about the illegal suspension of education and expressing concerns about the unsupervised removal of school assets (tables, textbooks, etc.), Andrey Markov decided to inspect the school building in person.

During the investigation, it was established that, in 2017-2018, the direction of the Gorki school neglected its duties due to careless attitude to civil service, which entailed the violation of the rights and lawful interests of the students in the form of the suspended educational activities.

In this regard, on October 26, 2018, the education process in the Gorki general school was suspended on the basis of an order issued by the Russian Ministry of Enlightenment. Numerous facts of major violations of sanitary and epidemiological standards detected during inspections by the Moscow Regional Directorate of Rospotrebnadzor provided grounds for the suspension of education in the school.

Until education was suspended, the direction of the school did not take any measures to eliminate the detected deficiencies.

However, on September 1, 2018, the Gorki school started to provide educational services to 440 pre-school children without eliminating the detected deficiencies.

In the meantime, in July 2018, 14 million roubles were allocated from the federal budget for school maintenance including a renovation for the new school year. The careless attitude of the school direction resulted in the fact that the money was not used and no required activities for elimination of the deficiencies were carried out.

At the moment, the investigative activities associated with the probe and aimed to gather and prove the evidence, are ongoing. The criminal investigation is ongoing.
