In Vologda Region, investigation opened upon results of probe into report on WWII veteran woman living in dysfunctional housing unit

The Vologda Regional Directorate of the Investigative Committee of the Russian Federation opened an investigation under Part 1 of Article 238 of the Criminal Code of Russia (fulfilment of works or rendering of services which do not meet standards of safety), upon results of a pre-investigative probe into a media report on a Vozhega veteran living in a wooden house in need of substantial redevelopment.

To remind, media reported that the 93-year-old resident of Vozhega District was living in the wooden house with a leaking roof, rotten floor, and large cracks stealing the warmth away from the room.

Investigators inspected the scene together with the Head of Vozhega Administration and the Head of the Housing and Utilities Department of Vozhega Municipal District. The inspection showed that the veteran’s house indeed required major reconstruction, including that of the roof and floor.

According to the investigation, the Vozhega District Consumer Society provided the veteran with the house in 2014, under a residential lease agreement. At that, the elderly disabled woman’s permanent living in such conditions poses an actual danger to her life and health.

During the pre-investigative probe, local authorities and consumers society management initiated an idea to attract local entrepreneurs ready to respond to the needs of the veteran of the Great Patriotic War. They provided the required timber materials. Also, the floor in the bathroom was changed, as the woman asked. Nevertheless, the works on the roof reconstruction are getting delayed despite the signed contract.

Moreover, according to data from the Vozhega District Consumers Society provided to the investigation, the house is an asset of the society but the society’s financial state cannot provide for the reconstruction or for making of entitlement documents. The building’s condition has not been recognised as emergency one, and it is not subject to demolition, for the asset holder never held an assessment of the house under these requirements. In reference to that, the woman cannot participate in the resettlement programme.

The Chief of the Vologda Regional Directorate of the Investigative Committee informed the Governor of Vologda Region on all the circumstances led to the elderly veteran woman living in the conditions preventing the issue to be solved quickly, having addressed a relevant letter and suggested taking necessary measures to protect and restore the violated property rights of the woman included in the group of socially unprotected citizens.
