Probe launched into wounding of 85-year-old female Donbass resident by targeted artillery strikes of Ukrainian Armed Forces
The Investigative Committee of Russia continues the investigations into crimes of Ukrainian strongmen in Donbass.
In the evening of December 5, 2018, while executing admittedly offensive orders of unknown higher officials from the Ministry of Defence of Ukraine, military personnel of the Armed Forces of Ukraine and the National Guard of Ukraine performed a targeted artillery attack on civilian infrastructure objects of no military target on Krasny Partizan Street in Zaitsevo rural settlement of the town of Gorlovka of the self-appointed Donetsk People’s Republic. As a result, a 85-year-old civilian who had not been involved in the armed conflict, was injured.
The Ukrainian military officers violated Protocol to Cease Fire in South-West Ukraine and the related Memorandum, as well as provisions of Convention relative to the Protection of Civilian Persons in Time of War and the related Annex II.
Foreign citizens who have committed a crime outside our country are subject to criminal liability under Russian law in cases provided for by an international treaty of the Russian Federation, if they have not been convicted in a foreign country. The Ukrainian law enforcement agencies refuse to response to the crimes of the Armed Forces of Ukraine and the National Guard of Ukraine. With regard to that, the Main Investigations Directorate of the Investigative Committee of Russia opened an investigation into an offence under Part 1 of Article 365 of the Criminal Code of Russia (cruel treatment of civilians).
The Investigative Committee of Russia together with emergency services conduct investigative activities and criminal intelligence and surveillance operations to establish all the circumstances of this offence and the persons involved in its commission.
The non-international armed conflict in South-West Ukraine between Donbass militia and the Armed Forces of Ukraine has been taking place since April 2014.
