MUE Vodostok engineer accused of negligence entailing death of a seven-year-old boy in Krasnodar Territory

Krasnodar Regional Investigations Directorate pressed charges against deputy senior engineer for maintenance of storm drains of MUE Vodostok of Sochi for neglect of duty which involved by negligence the death of a person (Part 2 of Article 293 of the Criminal Code of Russia).

On August 3, 2018 in Lazarevskoye a seven-year-old boy fell into an open storm drain filled with rainwater and subsequently died. A probe into infliction of death by negligence by the owner of the guest house where the boy and his grandmother stayed is finished.

During the investigation investigators also gave a legal evaluation to inaction of officials of Vodostok Municipal Unitary Enterprise of Sochi since the drain had been under their economic jurisdiction. According to investigation, in violation of the construction regulations, the technical condition of the piece of the storm sewage system had not been assessed from August 2017 to August 2018; employees of Vodostok Municipal Unitary Enterprise had failed to discover the violations of the absence of fencing and railings, since the structure had not been examined. The man's neglect of his duties entailed the tragic consequences of the child's death due to negligence.

At the moment investigators are waiting for results of construction forensic expertise. The criminal investigation is ongoing.
