The Krasnodar Regional Directorate of the Investigative Committee of Russia has concluded the investigation into former Deputy Head of the State Public Institution “Krasnodar Regional Main Construction Office” and the senior specialist of the Office accused of official misconduct (Part 1 of Article 285 of the Criminal Code of Russia). Moreover, the former senior specialist has been charged with negligence entailing damage on especially large scale (Part 1.1 of Article 293 of the Criminal Code of Russia).

It was established that, from 2014 to 2016, the Krasnodar Regional Main Construction Office and its contractor had concluded state contracts for construction and assembly of a perinatal centre in Sochi. According to the investigation, in 2016 the 38-year-old senior specialist had not checked the work done and compliance of its cost to project documentation and commissioned construction works that had not been in fact performed by the contractor including waterworks, drainage, ventilation and heating works. Moreover, being aware about the unperformed works, he had signed acceptance certificates and work completion statements at inflated prices. Thereafter, the 49-year-old Deputy Head of the institution, knowing about the actually unperformed site works, had exceeded his official powers and signed cost certificates for the allegedly performed works. The actions of the perpetrators led to remuneration of 40 million roubles paid to the contractor for the unperformed work, which caused the respective damage to the budget of Krasnodar Territory. The negligence of the former senior specialist caused the damage of over 270 million roubles to the budget.

During the investigation, an investigator presented the materials on the contractor’s management team separately and referred them to be decided upon by the police.

The investigation gathered enough evidence; therefore, the criminal case with the approved indictment was sent to the court to be tried on the merits.
