Alexander Bastrykin instructs to thoroughly assess the quality of investigated criminal cases


In relation to the judiciary evaluation of the investigation, the Chairman of the Investigative Committee of Russia instructed relative units of the Central Office of the Committee to request all inquiries referred back by courts, as well as control proceedings on investigations with acquittals, including those considered by jurors.

The Central Office of the Investigative Committee of Russia will carry out an extensive analytical work. This work is designed to thoroughly study the materials of these investigations, to make an impartial assessment of the quality of the pre-investigative probes and the validity of the procedural decisions taken, and to use it as a basis for an assessment of the professionalism of investigators that processed these investigations and officers of supervisory units of the Committee.

Should any violations be found, disciplinary measures will be applied to employees responsible for the violations or failed to take comprehensive measures to gather and register a high-quality evidence base.

This work will also result in organisational and methodological recommendations aimed at improving of the quality of preliminary investigation in general and, in particular, of probes that can be considered by jurors under the law in effect.
