During the investigation of 17 criminal cases on exceeding official power and swindling in communal services, the Astrakhan Region investigators of the Investigative Committee of the Russian Federation have completed the investigation into the Acting Minister of construction and communal services of the region, the former Minister of construction and communal services of the region, and the former First Deputy Minister of construction and communal services of the region, who had been accused of committing crimes under Part 2 of Article 286 (exceeding official power) of the Criminal Code of Russia.

According to the investigation, from 2015 to the present time, the Acting and one of the former Ministers of construction and communal services of Astrakhan Region illegally provided the non-commercial organization Astrakhan Region Capital Repair Fund of Apartment Buildings with funds in the form of subsidies from the regional budget to pay for the services of the commercial organization OJSC Social Guarantees, contrary to the provisions of the Housing Code of the Russian Federation and legislative acts of Astrakhan Region. The criminal actions resulted in the illegal use of the funds of the regional budget for the total amount of more than 40 million roubles.

The investigation gathered enough evidence; therefore, the criminal case with the approved indictment was sent to the court to be tried on the merits.

Earlier, as part of the investigation of 17 criminal cases exceeding official power and swindling in communal services, six criminal cases were sent to court against former and acting officials, including the former head of the technical supervision office of the Astrakhan City Administration Department of capital construction, urban planning, and housing policy, the head of the municipal entity Astrakhan Rural Council, and the former head of the municipal entity Narimanovsky District.

In addition, on August 29, 2019, a sentence was passed on the former head of the Department of Public Relations of the Kirovsky District Administration of the city of Astrakhan. He was sentenced to two years of imprisonment, suspended.
