In Chelyabinsk Region, investigation into founder and former CEO of Rechelstroy LLC completed

The Chelyabinsk Regional Investigative Directorate of the Investigative Committee of the Russian Federation has completed the investigation into founder of Rechelstroy LLC Andrey Pyazok and former CEO Sergey Vegelman accused of committing crimes under Paragraphs A and B of Part 2 of Article 165 (infliction of property damage through deception or abuse of confidence) and Part 2 of Article 200.3 (procurement of funds from citizens in violation of the requirements of the law on shared construction of apartment buildings) of the Criminal Code of Russia.

According to the investigation, the accused had spent more than 617 mln rubles of participants of the shared construction project on purposes unrelated to the construction of residential buildings, during 2014-2017. And in this regard, they had failed to meet their obligations to transfer the ownership of residential houses in the Lake City block to the equity holders. The investigators of the Investigative Committee of the Russian Federation have performed a significant amount of work on the criminal case: 12 accounting, evaluation, financial, and handwriting examinations have been conducted; more than 1,500 citizens have been questioned and recognized as victims; more than 200 witnesses have been also questioned. The measures taken in the course of the investigation have been used to compensate for damage to the amount of more than 197 mln rubles. At the request of the investigator, the court arrested the property of the accused worth over 53 mln rubles.

Operational support in the criminal case was provided by officers of the Chelyabinsk Regional Directorate of the Ministry of Internal Affairs of the Russian Federation.

As a result, sufficient evidence has been gathered and the criminal case has been referred to the court to be tried on the merits.

During the work, the investigator of the Investigative Committee submitted a proposal to the government of Chelyabinsk Region to eliminate the underlying conditions that had contributed to the commission of the crime.

In addition, the Chelyabinsk Regional Government, with the assistance of the Investigative Committee of Russia, approved a program to complete the construction of houses in the district in order to fulfill the obligations to provide housing to all equity holders
