In Vologda Region, probe launched into negligence of prevention system bodies following investigation into disappearance of girl

The Vologda Regional Directorate of the Investigative Committee of the Russian Federation launched a probe into negligence of neglect prevention authorities under Part 1 of Article 293 of the Criminal Code of Russia (negligence).

According to the investigation, the minor children of the 29-year-old citizen of Krasnoe rural settlement of Tarnogsky district were exposed to socially vulnerable situation that was not detected by the prevention system authorities; the children were not removed from the family, which led to socially dangerous consequences of three minor children of 2-6 years of age left on a street unattended and unable to take care of themselves due to their minor age. As a result, on September 4, 2019, the two-year-old girl went to a forest and stayed there alone for two days without food and water.

As part of the probe, the Investigative Committee officers are inspecting activities of the prevention system authorities that took part in preventive control over the family of the local citizen. Their actions (inaction) will be given a relevant legal assessment.

To remind, on September 4, 2019, in Krasnoe rural settlement of Tarnogsky district, the mother of the two-year-old girl had left her in a sandbox with two young sisters (six and four years old) and had gone to the neighboring house of her friend to feed her newborn child. Upon returning, she had not found her two-year-old daughter. The search activities for the girl lasted until 11 AM on September 6, 2019, when the girl was found by local citizens taking part in search activities in an assigned sector in a forest one kilometer away from the place of her disappearance.

The investigation filed a motion to guardianship and custody agencies for judicial deprivation or limitation of parental rights of the mother of the children left unattended, in connection with detected unfavorable upbringing conditions the woman does not try to improve despite several impositions of administrative sanctions for improper performance of parental duties. The family is under preventive supervision of internal affairs authorities and the juvenile affairs commission.

The investigation initiated upon the disappearance of the child was put under control of the Central Office on behalf of Chairman of the Investigative Committee Alexander Bastrykin.

Moreover, the probe into the 29-year-old woman under Article 125 of the Criminal Code of Russia (abandoning to danger) is ongoing.
