Recently, media reported that in Borisoglebsky settlement of Yaroslavl Region a house for orphans was built out of the funds of the regional budget, but, according to the residents, the apartments were not suitable for living. The local administration took the house into operation despite its significant defects. The pre-investigative probe upon the media reports conducted by the Yaroslavl Regional Directorate of the Investigative Committee of the Russian Federation resulted in the launching of a criminal investigation into the offence under Part 1 of Article 293 (neglect of duty) of the Criminal Code of Russia.
According to the investigation, the house in Borisoglebsky settlement, designed to provide apartments for orphans, had been commissioned in April 2015. Later, as a result of an inspection of the house by employees of the State Construction Supervision Inspectorate of Yaroslavl Region, violations of the rules and standards of technical maintenance of the housing stock had been revealed, however, no measures aimed to eliminate the deficiencies by the developer had been taken by the responsible officials of the local administration.
Investigative measures are currently being taken to clarify all the circumstances of the events and specific persons involved in the commission of the offence are being identified.
