In Tula Region, persons found guilty of land plot swindling, sentenced

The evidence gathered by the Tula Regional Investigations Directorate of the Investigative Committee of the Russian Federation was found by the court to be sufficient to convict Dmitry Kirdeev who was found guilty of three episodes of the offence under Part 4 of Article 159 (swindling on a large scale), Paragraph B of Part 4 of Article 174.1 (legalization (laundering) of amounts of money or other property acquired by a person as the result of an offence committed by them), Part 4 of Article 33, and Part 1 of Article 285 (incitement to abuse of authority) of the Criminal Code of Russia; Anna Tsaplina, the Head of the Archive of the Leninsky District Administration, who was found guilty of the offence under Part 4 of Article 159 (swindling on a large scale) of the Criminal Code of Russia; Maxim Demidov, the Head of Veneva Administration of Tula Region, who was found guilty of the offences under Part 4 of Article 159 (swindling on a large scale), and Paragraph A of Part 3 of Article 174.1 (legalization (laundering) of money or other property acquired by a person as the result of a committed offence, committed by an organized group in a preliminary conspiracy) of the Criminal Code of Russia; Alexandra Persiyantseva, the Director of the Archive Municipal Budgetary Institution, who was found guilty of the offence under Part 1 of Article 285 (abuse of authority) of the Criminal Code of Russia.

The probe was launched based on materials of the Federal Security Service Directorate in Tula Region.

According to the investigation, from 2012 to 2015, Kirdeev, Ulyanov, and Demidov, acting as an organized group, had forged ownership documents for several land plots located in Veneva, Tula Region, and had issued those documents to previously found citizens. Under Kirdeev’s control, the citizens had concluded sale-purchase agreements for the plots of land and registered ownership rights for them. In this manner, the convicts had acquired 16 plots of land.

Moreover, in the stated period of time, Kirdeev had arranged with the Director of the Archive Municipal Budgetary Institution Alexandra Persiyantseva the substitution and issuance of 26 orders granting plots of land to the previously found citizens. Based on archive copies of the orders certified by Persiyantseva, Kirdeev had obtained ownership rights for seven plots of land worth over 9 million rubles.

From 2010 to 2015, Tsaplina and Kirdeev, in the same manner, had acquired ownership rights for 11 plots of land in Leninsky District of Tula Region.

The illegal actions of the indicated persons had inflicted damage of over 38 million rubles.

As part of the preliminary investigation, in order to secure compensation for the inflicted damage, the plots of land being the object of the criminal violations and the property worth over 48 million rubles belonging to the convicted were arrested.

The court sentenced Kirdeev to 8 years of imprisonment in a strict regime colony, Demidov to 6 years of imprisonment in a general regime penal colony, Persiyantseva to a fine of 60,000 rubles, and Tsaplina to 6 years of imprisonment in a general regime colony.
