Chairman of the Investigative Committee of Russia Alexander Bastrykin put progress and results of the investigation into Evgeny Blum by the Main Investigations Directorate of the Committee under supervision. He is suspected of committing an offence under Part 4 of Article 159 of the Criminal Code of Russia (swindling on a large scale).

According to the investigation, no later than in May 2014 Blum being a Director of The Scientific Research Institute of Physical Rehabilitation and New Rehabilitation Technologies LLC that was registered in Moscow but operated in Spain decided to seize the money of an injured sportswoman. For this purpose, the victim was requested to conclude a contract worth over 27.8 million roubles for methodological surveillance, technical delivery and fitness support of healthcare program according to his author's developments. 

According to the investigation, Blum being an M.D. in Pathological Physiology and having enough knowledge and experience was aware that modern medicine is unable to restore an impaired body function in case of spinal injury the sportswoman had received.  However, he used the post-trauma condition of the young girl and promised her a motor recovery of her lower limbs after one year of practice following his author's methodology in Spain. Under the influence of delusion in May 2014, the sportswoman signed the contract and handed over to Blum the sum of money provided for in the contract. However, after a year the promised result had yet to come. 

Alexander Bastrykin instructed investigators to inspect all circumstances that led to the violence of rights of the injured sportswoman in a swift and comprehensive way. He also demanded taking necessary measures required for early conclusion of expert examinations arranged by investigators during the preliminary investigation. The Head of the Committee indicated that it is necessary to inspect in detail all materials connected with the patient treatment process organizing the additional seizure of documents on services provided to the woman if needed.
