Accomplice of former Head of the Republic of Komi Vyacheslav Gayzer sentenced

The evidence gathered by the Main Directorate on Major Crimes Investigation of the Investigative Committee of Russia was found to be sufficient by the court to decide upon an indictment for Demyan Moskvin. He was found guilty of committing crimes under Article 210, Article 159, and Paragraphs A and B of Part 4 of Article 174.1 of the Criminal Code of Russia (participation in a criminal community; swindling; legalization (laundering) of funds acquired in an illegal way). During the investigation, Moskvin testified on the circumstances of the committed offences and exposed the guilt of other accomplices. As he signed an immunity agreement pre-trial, his criminal case was considered in court under a special procedure.

The investigation and the court established that Moskvin had been the participant of the criminal community operating in the Republic of Komi and led by Vyacheslav Gayzer, Vladimir Torpolov, Alexander Zarubin, Alexey Chernov, and Valery Veselov. At that, while in Moscow, Moskvin had been managing offshore finances of the criminal community.

In association with the other defendants, Moskvin had committed offences in order to take over highly cost-effective enterprises of the region and to take control over them for illicit enrichment. For example, in 2010, they had organized privatization of a State Unitary Enterprise “Zelenetskaya Poultry Farm”. Afterward, as a result of swindling initiated by the participants of the criminal community, the shares of the enterprise had become the property of a legal entity controlled by them. In order to legalize dividends of the enterprise for 1 billion rubles, they had performed a number of deals with this money. Moreover, the accused had taken intentional actions aimed to steal money from Investment Projects Support Fund JSC. As a result, the damage caused to the Republic of Komi had amounted to 4.5 billion rubles, but the investigation took measures to secure compensation for the damage and seized the property for the said amount.

Moskvin was sentenced to 6 years of imprisonment in a strict regime penal colony, with a fine of 2 million rubles.
