Two probes launched into artillery attacks on civilians in Donbass

The Investigative Committee of Russia continues to register criminal activities of the Ukrainian security forces in Donbass committed against the Protocol to Cease Fire in South-West Ukraine and the related Memorandum, as well as provisions of Convention relative to the Protection of Civilian Persons in Time of War and its Annex II.

The Investigative Committee of Russia has established two more episodes of illegal actions of representatives of the Armed Forces and the National Guard of Ukraine executing orders of higher officials from the Ministry of Defence of Ukraine.

On September 10, 2019, Staromikhailovka rural settlement of the self-appointed Donetsk People's Republic came under fire of the Armed Forces and the National Guard of Ukraine. A local citizen suffered from mine-blast trauma.

On September 11 of this year, the Ukrainian military personnel conducted another targeted shelling of civilian objects in Mamina-Sibiryaka Street in Donetsk. As a result, three staff members of the DPR Ministry of Emergency situations not involved in the military conflict suffered injuries of various severity. One of them lost a hand as a result of mine-blast trauma.

Based on said evidence, the Investigative Committee of Russia launched probes into an offence under Part 1 of Article 356 of the Criminal Code of Russia (cruel treatment of civilians and use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

Investigative actions and search activities aimed to establish all circumstances of the said offences and to identify all military officials involved in their committing are ongoing.
