Upon instruction of Alexander Bastrykin, the Chairman of the Investigative Committee of the Russian Federation, the Leningrad Regional Investigative Directorate has immediately launched an inspection of the information about the destruction of cultural heritage objects in the city of Novaya Ladoga, received by the head of the Investigative Committee of Russia from the mass media reports.
Territorial department investigators inspected the scene of the incident, seized documentation of interest to the investigation from the Novoladozhskoye urban settlement of the Volkhov municipal settlement's Municipal Administration, and carried out a number of other verification activities in the shortest possible time.
Based on the results of the inspection, Leningrad Regional Investigative Directorate authorities opened a criminal case on the grounds of a crime under Part 1 of Article 293 of the Criminal Code of the Russian Federation.
According to the investigation, the Committee for Culture of Leningrad Region and the Administration of the municipal entity Novoladozhskoye urban settlement of the Volkhov municipal settlement concluded a protective obligation in 2015, according to which the Administration undertakes to ensure the safety of "The house where the 1st conference of the RCP(b) of Novoladozhsky district was held in 1918", classified as a cultural heritage of regional significance, including the maintenance of a monument in good technical, sanitary and firefighting condition.
On September 16, 2019, a fire that arose due to improper fulfillment by officials of the Administration of their duties regarding the fire-fighting condition of the facility led to the loss of the landmark.
Currently, a complex of necessary investigative actions is being carried out in a criminal case aimed at establishing all the circumstances of the crime, as well as specific officials who committed it.
