In Altai Territory, probe launched into negligence of prevention system officials resulted in commission of offences against children

The Altai Regional Directorate of the Investigative Committee of the Russian Federation has launched an investigation into the misconduct of prevention system officials under Part 1 of Article 293 of the Criminal Code of Russia (neglect of duty).

According to the investigation, a woman from Zalesovo rural settlement had four children under her guardianship. From June 2016 to September 2019, the woman was regularly torturing two of them, a brother and a sister born in 2006 and 2007 respectively, under any minor reasons.

At the moment, the children have been removed from the family and referred to a special facility, while their caretaker is being investigated upon signs of an offence under Paragraphs A and D of Part 2 of Article 117 of the Criminal Code of Russia (torture of a person known to be a minor).

It has been established that three years ago the minors had already applied to the tutorship and guardianship authorities of Zalesovsky district with a request to remove them from the family because of the cruel treatment of the foster mother, but there had been no response from the officials.

At the moment, the investigation is conducting a complex of investigative activities to study the circumstances of the accident. The investigation will provide a legal assessment of the actions of the officials of the prevention system, whose responsibilities include the supervision of families raising children in care. The criminal investigation is ongoing.
