As part of the criminal investigation into Shishkanov’s criminal community, the Main Directorate on Major Crimes Investigation of the Investigative Committee of the Russian Federation has detained eight of his accomplices: Eduard Kharkov, Yury Grigoryev, Dmitry Gusev, Dmitry Baryshnikov, Yury Ofitserov, Dmitry Khlamkin, Loretis Vitkauskas, and Mikhail Korovin.
Depending on their involvement, they are suspected of committing offences under Parts 1, 2, 4 of Article 210 (criminal community) and Article 210.1 (occupation of the highest position in the criminal hierarchy) of the Criminal Code of Russia, as well as a number of other grave and especially grave offences.
According to the investigation, no later than in 2010, Oleg Medvedev (prior to changing his name Shishkanov) had created the criminal community with the aim of committing grave and especially grave offences. Participants in the criminal organization, whose roles had been clearly defined, had been involved in murders, extortion, bodily harm, illegal possession of firearms and ammunition. The leadership of the structural units of the criminal community had been entrusted by Medvedev to those close to him, including Dmitry Gusev, Eduard Kharkov, and others.
By 2010, the created community with its level of organization, the number of personnel and material and technical equipment had allowed Medvedev to establish criminal control in the territory of the Ramensky District of Moscow Region. Among the especially grave offences committed by the accomplices had been the following: the murder of the General Director of CJSC “Plemzavod Ramenskoye” and three of her relatives for refusing to transfer land in 2012; the attack on an entrepreneur who refused to transfer part of the profit from illegal entrepreneurial activity, as a result of which the man died, in 2014; attempted murder of a man in 2015; the use of violence by a member of the criminal organization against a police officer during the detention of Medvedev in July 2019; and other crimes.
In addition, it was established that, in the process of criminal activity, Medvedev and Gusev, together with other accomplices, had created a number of commercial organizations using illegally obtained funds. To equip the criminal community, its members had illegally acquired and stored Kalashnikov rifles in their hiding places, as well as their ammunition. During the previous inspection of the scene, firearms and ammunition were removed from illegal traffic.
The illegal activities of these persons were suppressed in the course of joint activities by the officers of the Investigative Committee of Russia and the operational units of the Russian Ministry of Internal Affairs and Federal Security Service.
Upon investigative motion, all the perpetrators have been arrested, including Medvedev (Shishkanov).
The investigation is establishing all the circumstances of the committed offenses, defining the role of each accomplice, and also verifying their involvement in other possible episodes of the criminal activity.
