Ex-Chief of Investigative Division of Internal Security of the Ministry of Internal Affairs in Kabardino-Balkar Republic detained in Krasnodar

The Main Investigations Directorate over North Caucasian Federal District continues investigation of probe into officials of the Ministry of Internal Affairs in Kabardino-Balkar Republic. The perpetrators are accused of committing offences under Part 3 of Article 210 of the Criminal Code of Russia (organization and participation in a criminal community committed by a person through his official position) and Part 6 of Article 290 of the Criminal Code of Russia (bribe-taking on a large scale committed by an organized group).

According to investigation, in 2017-2018 the officials of the Ministry of Internal Affairs in Kabardino-Balkar Republic acting as part of a criminal community received a large-scale bribe in form of cash). Illegal remuneration of total amount of at least 42 million roubles was meant for ensuring unimpeded transportation of alcoholic production in Kabardino-Balkar Republic.

During search activities carried out in cooperation with the Main Directorate of Internal Security of the Ministry of Internal Affairs of Russia and the Main Directorate of the Ministry of Internal Affairs in North Caucasian Federal District investigators located one of the leaders of the criminal community - Sergey Rybakov - who was holding position of Chief of Investigative Division of Internal Security of the Ministry of Internal Affairs in Kabardino-Balkar Republic.  Previously Rybakov was charged with the indicated offences in absentia and put on international wanted list; the court ruled to put him into custody.  

Today the man was detained in an apartment house in Krasnodar. In the nearest future he will be subject to required investigative activities and charged in person.   

Thus, a present criminal proceedings are instituted against 16 persons, 15 of which are current or ex officials of the Republican Ministry of Internal Affairs. 14 of them had been detained during the first stage of investigation.

Investigators in collaboration with operative service continue to carry out investigative activities aimed to establish all circumstances of the committed offence and to register evidence.
