Chairman of the Investigative Committee of Russia gives instructions with reference to media reports

Chairman of the Investigative Committee of Russia Alexander Bastrykin has instructed the Karelia Republican Investigations Directorate of the Investigative Committee of Russia to immediately launch a pre-investigative probe into a media report on the living conditions of a senior citizen. According to the report of a federal TV channel, the woman lives in an abandoned building of a former health resort facility without heating. The senior citizen is on a waiting list for accommodation since 1973 and, upon a court decision, the local administration was to provide her with housing suitable for a living; however, the officials are still postponing the decision.

The Chairman of the Committee has also instructed the Central Office of the Investigative Committee of Russia to supervise the pre-investigative probe launched by the Kaluga Regional Investigations Directorate of the Investigative Committee of Russia into the injuring of a disabled person in Kaluga reported on TV.

According to preliminary data, on September 19, 2019, a 33-year-old Kaluga citizen, who had a group-II disability, was riding a bicycle in Pravoberezhye Block and fell into a ditch with heating network communications. Having the hearing and speech impairments, the man could not call for help; however, he managed to get out and come home. The victim was delivered to a hospital where he underwent surgery and received other required medical care.

The Chairman of the Investigative Committee of Russia has instructed his subordinates to carefully establish all circumstances of the accident and to give a legal assessment to the actions of people involved in violating the citizens’ rights in the shortest time possible, where legally permitted.
