Investigative Committee employee dies in the line of duty targeted in attack

Having been targeted in an attack, officer of the Investigative Committee of Russia--Colonel of Justice Vladislav Vladimirovich Kapustin has passed away without regaining consciousness in a healthcare facility. Our comrade was deadly injured when he was discharging his duty of arranging a citizen reception. Vladislav Kapustin was urgently admitted to the hospital for surgery but his life could have not been saved.

At the moment, the Central Office of the Investigative Committee of Russia has launched a criminal investigation under Article 317 of the Criminal Code of Russia (encroachment on the life of an officer of a law enforcement agency).

The investigators are questioning the attacker who was arrested on the scene. The investigation has started gathering information on the detainee. Preliminary data show that the man is under supervision at a neuropsychiatric facility. In addition, initially, the detainee demonstrated inadequate behavior, with reference to which he will undergo a psychological and psychiatric examination as soon as possible in order to determine his mental state.

The investigators will assess all the circumstances of the attack against the officer with due diligence. The impudence of the crime should leave no doubt that the person who committed it will answer to the full extent of the law.

Employees of the Investigative Committee share the grief of the family and friends of our deceased comrade. The Investigative Committee of Russia pledges to provide Vladislav Kapustin’s family with all the help and support they might require.
